Since FastSwim is almost exclusive to WaterSpout, I think it should be re-established as WaterSpout's passive. Also, when you're on a WaterSpout AND your selected slot is WaterSpout, I think you should be able to FastSwim with the spout on, as long as you are holding shift and space at the same...

Instead of having one cooldown for simple moves, I suggest we give shorter cooldowns and have a LONGER cooldown after multiple moves. For example, you can use water manipulation with a shorter cooldown again and again for, let's say, 5 times until a very long cooldown stops you from using it again.
