Lol I didn't know that they were mobspawner particles,always thought they were torch releated. It could possibly be toggled, or the owner could make it a donator thing or hand it out to a few select players since blue fire is a rare hereditary trait.

The particles for the blue fire would be light blue firework particles.

Your ideas are good, combustion a part of fire, but I rarely see combustion benders using normal firebending abilitys.

Im still somewhat new to forums and posting,so this may seem slightly amature. The melee idea I had for combustion would be "Hard strike" It does a very hard melee strike to a entity doing medium damage and slight knockback, also it could possibly give a slowness effect for a very short time...
