There is a kingdom plugin. Not exactly sure what/how/whenever it works. Though it appears to be more flexible/customizable counterpart to Factions plugin. @Loony's bending server uses it, last time I checked.

You mean their second server for add-on testing? Sure why not, but I don't find that necessary: anyone can create a localhost for testing stuff. If you mean PK's only one server, I disagree to that idea.
